This does oxidize, from an Original NC12 to a NC13-15 depending on the products underneath.
It has a very nice fresh no make up look and feel to it, can achieve a decent coverage, does not feel heavy and blends pretty well.
It has some reflecting particles which makes it pretty unique because not only it has a fresh matte look, but its dimensional as well (hence why I suggested the term glowy, but in a matte sense).
It did not make my skin any more oily.
Oh…and it also sets quickly. So if you are scared of the initial ‘dewiness’, fret not…for it will settle down to a more matte (or natural skin) look and feel.
Since its pretty light coverage, I think anyone from NC10 to NC15 could pull it off.
